Teacher salary in Rwanda: official raises for A2, A1 and A0 teachers

The Ministry of Education raised teachers' pay in August 2022 by RWF 50,849 for A2, RWF 54,916 for A1 and RWF 70,195 for A0. Those are the last official figures we found.

That puts net starting pay at about RWF 108,632 for A2, RWF 192,206 for A1 and RWF 245,683 for A0. The raises are the Ministry's own numbers. The net starting pay isn't stated: we worked it out from the Ministry's percentages, so read it as our sum, dated August 2022. We found no official gross pay scale for teachers, and no published rise since. A newer payslip will be a better guide than this page, because the pension rate has also changed since then.

Official raises and teacher counts: Ministry of Education communique, 1 August 2022. The two right hand columns are our arithmetic: the raise divided by its percentage gives the old net start, and adding the raise gives the new one.

What the Ministry actually announced

After the Cabinet meeting of 29 July 2022, the Ministry announced the raises in the table, starting with the August 2022 salaries. It said the pay of head teachers, deputy head teachers and support staff was also revised upwards, but it gave no figure for them, and neither do we. The communique is about public and government-aided schools. Private schools aren't in it.

What we couldn't confirm

We didn't find a published gross scale for teachers, or any rise after August 2022. The total pension rate went from 6% to 12% in January 2025, which may have changed these net figures, and we couldn't confirm by how much. That's why we don't call this table today's pay. If you can see a current payslip or a school's letter, trust that over this page.

What's changing for teachers

The Ministry's teacher policy of November 2024 lists a 10-year plan to raise teachers' salaries step by step, and a review of pay scales, without giving any figures. Separately, from September 2026 learners entering Teacher Training Colleges follow a five-year programme, up from three, according to the Ministry. That's aimed at better qualified primary teachers. We've seen nothing yet that says how it'll affect pay.

Substitute teachers

Under the 2024 statute for staff in basic education, Article 41 pays a substitute teacher as a junior teacher with the same qualification. So an A1 substitute is paid at the A1 junior level, not at a flat rate.

How to find a teaching post

REB runs the Teacher Management Information System at tmis.reb.rw, and its main site is www.reb.gov.rw. The address recruitment.reb.gov.rw didn't answer when we tried it on 2 November 2026. We can't give you steps for a portal we couldn't open. Our guide to official portals lists what we could confirm. Our education jobs page lists the few school and university roles we hold at any time. Applying is free, and nobody should pay for a teaching post.
